Registration Information for Out-of-State Institutions of Higher Education Offering Online Education

Pursuant to the new law that took effect on July 1, 2012, out-of-state institutions that enroll Maryland students in fully online programs must register with the Commission.

The “Out-of-State Online Registration"​  provides information regarding the registration process

  • Application supporting documents, and copies of all mailed materials must be submitted via the Online Registration Portal. The registration fee, original signed notarized affidavit from the CEO/President, and financial guarantee if applicable should be submitted via certified mail to the below address.

The Out-of-State Online Registration Mailbox,, will be exclusively used for communication regarding online registration.
