IMPORTANT NOTICE FOR NEW AND CURRENT ACADEMIC COMMON MARKET STUDENTS

 ​*****   PROGRAM ACCESS UPDATES *****

MHEC performs regular assessments of programs to determine whether majors in the Academic Common Market Inventory should be added or removed. There are several programs that have recently been determined to be duplicative of Maryland programs, and will therefore be removed effective immediately. 

The programs to be removed are:

        • Business Analytics with Dual Concentration in Information Management, B.S. (University of Tennessee, Knoxville)
        • Recreation and Sport Management, B.S. (Coastal Carolina University)
        • Sport and Entertainment Management, B.S. (University of South Carolina)
        • Recreation and Sport Studies, B.S. with Interscholastic Athletic Administration and Coaching concentration (Shepherd University)
        • Sport Coaching Education, B.S. (University of Southern Mississippi)
        • ​Hospitality Management, B.S. (University of South Carolina)
        • Musical Theater, B.F.A. (Coastal Carolina University)
        • ​Environmental Studies, B.S. with Aquatic Science concentration (Shepherd University)
        • ​Ocean and Earth Sciences, B.S. with Biological Oceanography concentration (Old Dominion University)
        • ​Sustainability and Coastal Resilience, B.S./B.A. (Coastal Carolina University)​​​​

Welcome to the Academic Common Market (ACM) resource page for Maryland residents!

The ACM is a tuition-savings program that operates on the premise that if public institutions (not including private institutions) in a student's home state do not offer a degree program major (undergraduate or graduate) ​that a student intends on pursuing, then the student may attend a participating ACM out-of-state institution offering the degree of interest through the ACM and be granted a waiver of out-of-state tuition charges. Click on Participating Institutions​ to find the state you are researching. (NOTE: North Carolina does not participate in the Academic Common Market.)​

Who is eligible for the ACM?        

To be eligible for the ACM, you must be:

There are three different opportunities to apply to the ACM each academic year. When can I apply?

​The ACM application and accompanying documents must be submitted to the ACM State Coordinator through the OneStop portal within the dates listed below, based on the semester in which the student will enroll. These deadlines are held firm and cannot be appealed.

  • ​Apply for Fall semester March 1st - June 30th (annually)
  • Apply for Spring semester September 1st - November 15th (annually)
  • Apply for Summer semester (not available at all institutions) January 2nd - February 28th (annually)

Application Process  for UNDERGRADUATE STUDENTS and UNDER AGE 24 

​​​ACM applications are accepted only through the ACM Application on the OneStop portal. 
The following documents must be uploaded to the application in a single PDF:

  • Copy of parents' Maryland income tax return. Please do not include the federal tax return.
  • Form 502 and Form 502B only 
  • Copy of official university letter of admission (for new students) or program verification letter (matriculating students or change of major) on letterhead stating “full" admission to major and concentration (if applicable) NOTE: Provisional or conditional acceptance and certain "pre-majors" are not eligible for the ACM.
  • Copy of student's Maryland motor vehicle operator's license or identification card - must include current address
  • Both parents' Maryland motor vehicle operator's license - must include current address
  • Copy of parent's or student's Maryland Vehicle registration 
  • Completed and manually signed ACM Student-Parent Affirmation.pdf

*Military Students must attach a copy of the earnings statement and military orders signed by their commander in addition to the documentation above.

*Transfer Students​​ only: You may submit an ACM application while your admission to the university is pending; HOWEVER, your application will not be deemed complete, reviewed, or processed until you login to your OneStop application and upload your acceptance letter.​

Application Process for GRADUATE STUDENTS or STUDENTS AGE 24 OR OLDER

ACM applications are accepted only through the ACM Application on the OneStop portal. The following documents must be uploaded to the application in a single PDF:

Note: It is not necessary to re-certify your ACM application every year.                   ​                        

You only need to re-certify if:

  • You are no longer enrolled full-time (as defined by your institution - summer/winter sessions excluded)
  • You change majors, or add a second major/minor
  • You are no longer in good academic standing (as defined by your institution)

ACADEMIC COMMON MARKET DISCLAIMER: As the coordinating agency for the State of Maryland’s participation in the Southern Regional Education Board’s Academic Common Market (ACM), The Maryland Higher Education Commission (MHEC) reserves the right at its discretion and at any time to remove academic programs offered by Maryland institutions from the ACM and/or remove access to academic programs at out-of-state institutions offered to Maryland residents through the ACM. Students interested in applying to the ACM are encouraged to contact MHEC when the application is made to an out-of-state institution/program and to inquire about the program’s status (either active or inactive) for Maryland residents. Students who begin studies at one institution with the intent to transfer to an ACM institution/program are not guaranteed ACM access if the respective program is removed from the ACM during their time at the institution of origin.​​
